Let’s start with the Elder Vampire. 

ELDER vampires are the first of their kind, the original entities from which all vampires today have evolved. They are immensely powerful and far above other Masters or rulers in the vampire realm.  

Some of these beings have opted to become part of a vampire council which oversees all aspects of the vampire realm. Others are more free spirits who are not interested in politics at all. This one is not interested in politics.
